What Is a VA Certificate of Eligibility?


A VA Certificate of Eligibility (COE) is an official VA document that confirms your service history, current duty status, or surviving spouse status meets the VA's baseline home loan eligibility rules. It tells your lender that the VA home loan benefit is available to be used on your transaction.

A COE is not a loan approval. It does not replace underwriting. After the COE is confirmed, you still need to meet lender requirements for credit, income, employment, assets, and property condition. Think of the COE as the key that opens the door — getting through that door still requires the full mortgage review.

As of March 5, 2026, eligible veterans can view and download their active COE Home Loan Letter directly inside the VA: Health and Benefits app (available on iOS and Android). Open the app, go to your benefits section, and share the COE directly with your lender — no portal login, no waiting for mail.

This is a strong option if you already use the VA app for health records or appointment scheduling. The same login that manages your health benefits now surfaces your COE instantly.

Still rolling out: Some veterans may not see the COE feature yet depending on their entitlement status. If it is not visible, use Method 1 (lender pull through ACE) — it is just as fast and requires no app.

Request Your COE at VA.gov

You can request your COE directly at VA.gov by logging in with DS Logon, ID.me, or Login.gov credentials. Go to the housing benefits section and request your VA loan Certificate of Eligibility. If the VA has your records in the system, you can generate and download the PDF immediately.

If you are comfortable with VA.gov and your login works, this method is free and takes about 15 minutes.

The reason it is not the default recommendation: A lot of veterans run into login issues — expired credentials, ID.me verification problems, locked accounts — that end up taking longer than just letting a lender pull it. If you hit a wall, call us and we will pull it through Web LGY instead.

Special Situations


Surviving Spouses

Surviving spouses of veterans who died in service or from a service-connected disability may qualify for VA loan benefits in their own right — not through the veteran's remaining entitlement, but as an independent eligible borrower.

The remarriage rule: Under current law, you retain VA loan eligibility as a surviving spouse if you remarry on or after age 57 (or on or after the age when the veteran would have reached age 57). Remarriage before age 57 generally ends eligibility, though narrow exceptions apply for annulled marriages.

A note about DIC: Dependency and Indemnity Compensation and VA loan eligibility are related but separate benefits. Receiving DIC does not automatically make you eligible for a VA loan, and VA loan eligibility does not automatically mean you receive DIC. If you qualify for both, apply for both. The COE application can establish eligibility for multiple benefits at once.

Two Veterans Married to Each Other

Both spouses are veterans. Both have VA loan entitlement. Each veteran's COE is separate, and both can be included in a joint VA loan file. This can allow larger loan amounts through combined entitlement — a meaningful advantage in higher-cost markets.

Each COE request is handled individually. The lender reviews both files and structures the loan using available entitlement from each borrower.

Divorce and Prior Spouse Situations

If a previous spouse assumed your VA loan on a property as part of a divorce settlement, that entitlement is typically still tied up until the loan is paid off — even if you no longer own the home and have not for years.

One of the most frustrating situations in VA lending: The veteran no longer owns the property, receives no benefit from it, but their VA entitlement is still encumbered. You cannot simply request restoration — the prior lender must release the entitlement or the loan must be paid off. If you are in this situation, tell your lender at the first conversation so the entitlement question is on the table from the start.

Small mismatches — a name change after marriage, incomplete service dates, or Reserve records split across documents — create avoidable delays. Having the right paperwork ready before you contact us helps move the COE request faster.

Personal Identification

Full legal name, date of birth, and Social Security number. Current address, phone number, and email address. Name must match service documents exactly.

What Your VA Certificate of Eligibility Actually Contains


Most veterans hand their COE over without reading it. Here is what is on it and why each line matters.

Name, Date of Birth, and Social Security Number

Basic identity information used to tie the COE to your specific loan file. If your name on the COE does not match your current legal name, flag it before closing.

Entitlement Code

A two-digit code (01, 02, 05, 08, 09, 11, etc.) that identifies which era you served in and which section of law you qualify under. For most veterans this is administrative, but some codes carry specific benefits or restrictions.

Basic Entitlement ($36,000)

This figure is not your loan cap. The VA guarantees a portion of your loan, and the entitlement math historically relates to $36,000. For veterans with full entitlement, there is no maximum loan amount — subject to appraisal and income qualification.

Bonus Entitlement

Additional entitlement beyond the basic amount. This is what actually determines how much VA guaranty is available on your loan in practice, especially in higher-cost markets.

VA Funding Fee Status

Indicates whether you are exempt from the VA funding fee. The most common reason for exemption is a service-connected disability rating of 10% or higher. On a $400,000 first-use loan, that exemption saves $8,600 at closing.

Prior VA Loan Usage

If you have used your VA loan before, the COE shows any entitlement still tied to an existing VA loan. This affects how much entitlement is available for your next purchase and whether a down payment may be required.

Entitlement Restoration: If You Have Used a VA Loan Before

Your VA loan entitlement is a lifetime benefit — not a one-time use. But whether you have full or partial entitlement available depends on your history.

Full Restoration

You paid off a previous VA loan in full and sold the property (or paid it off and no longer own it). File VA Form 26-1880 with documentation of the payoff and conveyance. Full entitlement is restored and you are treated as a first-time user for entitlement purposes on the next loan.

One-Time Restoration After Refinancing Into a Non-VA Loan

If you refinanced a VA loan into a conventional or other non-VA loan and paid off the VA loan in the process, a one-time restoration is allowed under specific VA rules. This is available once. Ask your lender whether your specific situation qualifies.

Partial Entitlement — Active VA Loan on Another Property

You have an existing VA loan on a home you still own — common for active duty veterans who PCS'd and kept the prior home as a rental. You can still use remaining entitlement on another VA loan, but the math changes and a down payment may be required on the second loan depending on the purchase price and county loan limit.

Your name on your DD-214 does not match your current legal name due to marriage, divorce, or a legal name change. The VA system flags the discrepancy and cannot auto-verify identity.

Bring documentation of the name change — marriage certificate, court order, or divorce decree. Provide it with your COE request upfront.

Wrong DD-214 Copy

Member Copy 1 does not show your character of service. The VA needs to see character of service. Veterans who submit Copy 1 often get a delayed or incomplete COE response.

Missing Service Dates

Your DD-214 shows a date of entry but not the specific dates for a qualifying period of service. This is common in Guard and Reserve situations where multiple tours or split service periods are involved.

Request supplemental records from your unit or the National Personnel Records Center. NGB Form 22 or a retirement points statement can fill gaps. As of July 2025, Guard and Reserve components now issue the new DD214-1 (Reserve Component Addendum) alongside the standard DD214 — if your discharge is recent, request both.

Reserve Service That Was Never Documented with the VA

If you served in a Reserve capacity but the VA never received notification of your qualifying service, your electronic COE request will return showing you as ineligible — even when you are not.

This is fixable with manual documentation submission. Submit NGB Form 22, NGB Form 23, or a retirement points statement showing at least six qualifying years. If you discharged after July 2025, also request your DD214-1 (Reserve Component Addendum) — the new standardized form may be enough to resolve the issue electronically.

Previous VA Loan With Unresolved Entitlement

If you used a VA loan before and the loan record shows entitlement still tied up — even if you paid off the loan or sold the house — your available entitlement will show as reduced. This catches veterans off guard when buying again.

File a restoration request with the VA (VA Form 26-1880 with proof the prior loan was paid and the property sold or conveyed). Your lender can submit this on your behalf in many cases.

Recent Discharge

If you separated within the last 30 to 60 days, your records may not have transferred into the VA system yet. Your electronic COE request may come back as unable to verify even though your service is fully qualifying.

This clears up on its own as records transfer. In the meantime, a lender can submit your DD-214 as manual evidence for the COE request rather than waiting for the system to catch up.

Discharge Upgrade Not Reflected in VA Records

If your discharge was upgraded through a Discharge Review Board or Board for Correction of Military Records, but the VA does not have the updated status on file, your electronic COE may return with character-of-service issues.

Bring the upgrade documentation — the DRB or BCMR order — and submit it with your COE request. The VA will process the updated status manually.
