A VA Construction Loan in Tennessee can help eligible veterans, active-duty service members, and qualifying surviving spouses build a new primary residence instead of competing for an existing home. Whether you want to build near Nashville, Knoxville, Chattanooga, Clarksville, Murfreesboro, Franklin, Johnson City, or a quieter rural area, this type of financing may allow land, construction, and long-term VA mortgage planning to work together through an approved lender and qualified builder.
Because VA construction financing has stricter documentation, appraisal, builder, and property requirements than a standard VA purchase loan, Tennessee borrowers need a lender that understands both VA guidelines and the realities of building from the ground up. Security America Mortgage helps veterans review eligibility, builder approval, construction documents, draw expectations, and the path from planning to move-in, so the process is clear before the first shovel hits the ground.
Can You Use a VA Loan to Build a House in Tennessee?
Yes. Eligible borrowers can use a VA-backed loan to build a new primary residence, but VA construction financing is more detailed than buying an existing home. In Tennessee, the lender must review the borrower, builder, plans, land, budget, appraisal, and property requirements before construction can move forward. The home must be intended as the borrower’s primary residence, and the project must meet both VA standards and lender guidelines.
The main advantage is that qualified borrowers may be able to build with VA benefits such as no monthly private mortgage insurance and, in many cases, low or no down payment depending on entitlement, appraisal value, lender requirements, and total project cost. The challenge is that not every VA lender offers construction financing. Working with a VA construction lender that understands the Tennessee building process can help prevent delays
VA Construction Loan Requirements in Tennessee
To qualify for a VA construction loan in Tennessee, five categories of requirements must be met: borrower eligibility, builder qualification, property standards, loan and credit criteria, and documentation.
Borrower Eligibility
Valid VA entitlement. Verified through a Certificate of Eligibility. Veterans, active-duty service members, National Guard and Reserve members meeting service requirements, and qualifying surviving spouses are eligible.
Primary residence only. The completed home must be your primary residence — investment properties and second homes are not eligible.
Builder Requirements
Tennessee general contractor license. Tennessee requires general contractors to hold a license issued by the Department of Commerce and Insurance Board for Licensing Contractors for any project over $25,000. The license must show appropriate classification and monetary limit for the project size. Verify at the state contractor license search website before signing.
Lender acceptance. Since the VA Builder ID requirement was rescinded March 31, 2025 under Circular 26-25-01, your lender’s builder acceptance process is the only approval gate. The builder submits:
- Active Tennessee general contractor license with appropriate classification
- General liability and workers’ compensation insurance
- Builder’s risk insurance for the project
- 24 months of recent Tennessee project history
- Five or more recent permits or certificates of occupancy
- Fixed-price construction contract — cost-plus is not eligible
- Proposed draw schedule tied to construction milestones
Fixed-price contract required. Cost-plus contracts are not eligible for any VA construction loan program.
No self-build or owner-builder. You cannot act as your own general contractor on a VA construction loan regardless of your contracting background.
Property Standards
VA Minimum Property Requirements. The finished home must meet VA Minimum Property Requirements for safety, structural soundness, and habitability — verified through staged inspections during construction and a final inspection at completion.
Tennessee-specific construction requirements include:
- Tornado-resistant structural connections — engineered hurricane straps, hold-downs, and anchor bolts required statewide
- New Madrid Seismic Zone provisions — seismic design required in northeast Tennessee border counties
- East Tennessee mountain construction — slope stability, drainage, and radon mitigation in EPA Radon Zone 1 counties
- Karst topography and clay soils — site-specific soils report required on many Middle Tennessee lots
- Floodplain compliance — FEMA Base Flood Elevation requirements where applicable along major rivers
Loan and Credit Requirements
Down payment. $0 with full VA entitlement — both land and construction cost are covered.
Credit score. The VA sets no minimum. Most lenders require 620–640 for VA construction loans. Review minimum credit score for a VA loan for lender-specific requirements and compensating factors.
Debt-to-income ratio. The VA’s preferred DTI is 41% or lower, though higher DTIs can qualify with strong residual income.
VA funding fee. Applies unless waived. Veterans with a 10% or higher service-connected disability rating pay no funding fee. Use the funding fee calculator to estimate your specific cost.
Loan limit. No maximum for full entitlement borrowers. Tennessee does not have any high-cost counties — the standard 2026 conforming limit of $806,500 applies statewide for partial entitlement borrowers.
Our VA One-Time Close Construction Loan:
What Tennessee Veterans Get
How Our VA OTC Loan Works
Our VA One-Time Close construction loan is a single-close loan that finances both the construction phase and the permanent VA mortgage at the same closing. The construction loan is modified into your permanent mortgage after construction is completed.
You do not make any loan payments during the construction period. You begin making monthly mortgage payments only after your home is completed and the loan converts to its permanent structure.
Product Specifications — Loan Structure
Single CloseTennessee note: Tennessee residential builds typically run 8 to 12 months. Middle Tennessee (Nashville metro, Williamson County, Rutherford County) may run toward the longer end due to high builder demand, labor shortages, and permit volume in rapidly growing markets. East Tennessee mountain builds near Knoxville and the Smoky Mountains may face site-prep delays on sloped lots. West Tennessee and rural central Tennessee generally fit comfortably within the 11-month window.
Payment Structure During Construction
Builder-Paid ItemsInterest that accrues during the construction period is a builder-paid item required to be included in your total project budget. The following items must appear in the construction contract before we can approve the loan:
Builder contract requirement: Your builder must include all required builder-paid items in the project budget and construction contract before we can approve the loan. This is a condition of underwriting approval — not a post-closing item.
Required Contingency
MandatoryWhat this means in practice: A typical Tennessee build in Middle Tennessee (Nashville, Franklin, Murfreesboro) runs $350,000 to $500,000 — requiring a minimum of $17,500 to $25,000 in contingency. East Tennessee mountain builds in Knox, Blount, or Sevier County often run higher due to site prep costs on sloped lots, making the contingency reserve especially important. This amount is held in reserve and released only if actual construction costs exceed the base contract amount.

for Tennessee Veterans
Who Can Apply
Standard VA eligibility: veterans, active duty service members with 90+ continuous days, National Guard/Reserve with 6+ years, qualifying surviving spouses
Split entitlement eligible for married veterans only
Broker loans only — we originate through the wholesale channel; correspondent loans are not eligible for our OTC product
Credit and Income Requirements
640 Minimum640 minimum credit score — Security America Mortgage requires 640 for all VA construction loans; this is stricter than the general VA and wholesale investor floors
Standard VA underwriting review of income, credit, and asset documentation
Documentation valid for 180 days — extended from the standard 120-day window; this is the VA guideline for new construction that applies to OTC loans
Property Rules
Single-family homes
Modular homes
Manufactured homes (with additional requirements)
Unique properties (barndominiums etc.) where the appraisal shows acceptable comparables demonstrating market acceptance
Properties with non-residential structures on the lot (barns, sheds, garages)
Co-ops
Attached condos
Rehab constructions — an existing property cannot be renovated using an OTC loan
To be considered an OTC loan, the foundation cannot have been completed before loan closing
If the foundation has already been completed at time of application, the file must be escalated for further review and may not qualify as a true OTC loan
Tennessee-specific timing risk: Tennessee has a shallow frost line of 12 to 18 inches, which means builders can pour foundations quickly — often within days of site prep. Contact us before your builder breaks ground. The faster construction pace in Tennessee makes early application timing more important than in colder Northern states.
DTI Calculation Rules
Tennessee tip: For veterans in the fast-growing Nashville metro or high-cost Middle Tennessee markets (Williamson, Rutherford, Wilson Counties), selling your existing home before or at construction close can significantly reduce your DTI and allow you to qualify for a larger construction loan on the new home.
Additional Restrictions
Read Before ApplyingEscrow waiver required. After construction you handle property tax and insurance payments directly — not through a mortgage escrow account. Tennessee has no state income tax, and disabled veterans with 100% service-connected disability qualify for a full property tax exemption on the homestead. Budgeting for insurance is the primary consideration.
No temporary rate buydowns permitted on our OTC product
Cannot pay off non-mortgage or mortgage debt associated with another property at closing
No cash back from loan proceeds — the only exceptions are refunds of your Earnest Money Deposit or Sales Contract Deposit paid in cash outside the transaction
Transaction Types — Purchase vs. Refinance
Our VA OTC loan is submitted as either a purchase or refinance depending on whether you already own the land.
OTC Purchase — You Do Not Yet Own the Land
You are buying the land and taking title simultaneously at loan closing.
Total Acquisition Cost = Cost to build + Cost to purchase the land
Down payment (if any) determined by Total Acquisition Cost minus loan amount
Purchase Agreement / Construction Contract required — may be one contract or separate contracts for lot and construction
OTC Refinance — You Already Own the Land
You already own the land or will own it prior to closing.
Submitted as a VA Type II Cash-Out refinance
Any existing lot liens paid off through the transaction
Equity in the land used as your down payment — determined by how long you have owned the land
GNMA mortgage seasoning requirements do not apply — these transactions are considered purchases
Transaction type cannot change mid-process. If the transaction type needs to switch from purchase to refinance or vice versa, the loan must be withdrawn and resubmitted by the broker. A Change of Circumstance (COC) is not permitted for this specific change because of differences in technical setup.

Why Tennessee Veterans Choose Security America Mortgage
Security America Mortgage focuses heavily on VA construction financing, which matters because this is not a loan type that every mortgage company understands or offers. Building a home with VA benefits requires more than a basic preapproval. It requires careful review of entitlement, income, credit, land, builder documentation, plans, appraisal, draws, and final transition into long-term financing.
- VA construction loan experience for complex build scenarios.
- Guidance on land, builder, appraisal, and documentation questions.
- Support for borrowers who want to build in Tennessee cities, suburbs, or rural areas.
- Clear communication about eligibility, cash-to-close expectations, and timeline planning.
- A team familiar with VA construction and one-closing structures when appropriate.
Security America Mortgage is a private lender and is not affiliated with the U.S. Department of Veterans Affairs or any government agency. That distinction is important. The VA sets guidelines and guarantees eligible loans, while approved private lenders originate and manage the financing process. Borrowers work with the lender to confirm eligibility, review the program, and move through construction financing steps.
How the VA Construction Loan Process Works in Tennessee
Step 1 — Pre-Approval
Apply with a lender that originates VA construction loans in Tennessee. The lender reviews your credit, income, debt-to-income ratio, employment history, and VA entitlement. Getting pre-approved establishes your borrowing power before you commit to land or a builder.
Step 2 — Identify Your Land and Builder
Three things must be in place before the lender can finalize your loan: the land you will build on, a licensed and insured builder, and a fixed-price construction contract with detailed plans and specifications.
If you do not yet own land, you can include the land purchase in your construction loan as part of a one-time close transaction. Review best places to buy land in Tennessee before committing to a site — flood zone status, soil conditions, and county permitting timelines all affect your project budget and timeline.
If you already own the land, understanding how a construction loan works when you own land clarifies how your existing land equity interacts with the loan at closing.
Step 3 — Lender Review and Builder Acceptance
The lender orders an appraisal establishing the “after improved value” of the completed home plus land — this value caps how much you can borrow. The lender also completes builder acceptance, reviewing your builder’s Tennessee contractor license, insurance, recent project history, and proposed draw schedule. Acceptance typically takes 2 to 5 business days once the complete package is submitted. Review construction loan requirements for the complete builder documentation checklist.
Step 4 — Closing
At closing you sign the loan documents and the construction loan funds. If you are buying land as part of the loan, the land closing happens in the same transaction. The construction budget plus a contingency reserve goes into an escrow account held by the lender.
With a VA One-Time Close Construction Loan, your interest rate locks at closing and stays locked through construction and beyond. With a two-close structure, you take rate risk during the build and face a separate closing for the permanent mortgage at completion. Review financing home construction paperwork to understand what documentation your lender requires at each draw release stage.
Step 5 — Construction Phase With Draws and Interest-Only Payments
The builder begins work. As milestones are completed — foundation, framing, dry-in, mechanicals, and finishes — the builder invoices the lender. The lender inspects each milestone, approves the work, and releases that draw from escrow directly to the builder. Most Tennessee builds involve 3 to 5 draws over 6 to 12 months.
Understanding how long it takes to build a house in Tennessee — accounting for county-level permitting timelines and seasonal weather — is essential before committing to any rate lock length. Active-duty families at Fort Campbell should confirm their BAH calculator figures before finalizing any build budget.
During the construction phase, you make interest-only payments calculated only on the portion of the loan that has been drawn — starting smaller in the early months and growing as more draws are released.
Step 6 — Final Inspection and Conversion to Permanent Mortgage
When construction is complete, the lender orders a final inspection. Once approved, the final draw releases and the loan converts automatically to a permanent VA mortgage. Your monthly payment shifts from interest-only to full principal and interest based on the total loan amount amortized over the standard 30-year term.
Use the VA construction loan calculator to model your interest-only payments during construction and your permanent mortgage payment before you close.
Tennessee-Specific Construction
Considerations
Three Grand Divisions — Three Different Build Environments
Tennessee is a large state with significant geographic diversity across its three grand divisions. Construction requirements, costs, and timelines vary considerably by region. What applies in Nashville does not apply in Memphis or Knoxville.
West Tennessee: New Madrid Seismic Zone
Seismic RiskWestern Tennessee (west of the Tennessee River) sits within the New Madrid Seismic Zone — one of the most active seismic zones east of the Rocky Mountains. Affected counties:
For construction within the New Madrid Zone, building codes require seismic design considerations:
Engineered structural connections throughout the frame
Enhanced foundation reinforcement to resist lateral seismic loads
Bracing and shear wall requirements per seismic design category
Middle Tennessee: Tornado Alley Fringe and Growth Market
Highest GrowthMiddle Tennessee, centered on Nashville, sits on the eastern edge of Tornado Alley. Tennessee averages approximately 25 tornadoes annually, with the majority occurring in Middle Tennessee. Engineered structural connections are standard practice in any Tennessee residential build.
Middle Tennessee is also the fastest-growing region in the state, driven by Nashville's expansion. Construction costs and timelines can be significantly affected:
Labor shortages in the Nashville metro — skilled trades are in highest demand statewide
Material demand at highest levels statewide — lead times longer than East or West Tennessee
Longer permit timelines in Nashville-Davidson County — factor additional weeks into your project schedule
Williamson County (Franklin, Brentwood) and Rutherford County (Murfreesboro) — high growth with strong builder demand
Safe rooms are common in Tennessee custom builds. Given tornado exposure across Middle Tennessee, many veterans building in the Nashville area include a safe room or storm shelter in their construction contract.
East Tennessee: Appalachian and Cumberland Mountain Construction
+10–20% CostEastern Tennessee involves mountain construction considerations that can significantly affect site-preparation costs, timelines, and utility budgets:
Site preparation costs higher on sloped lots — grading, retaining walls, and access roads add cost not seen on flat Middle Tennessee sites
Rock excavation common — limestone bedrock in many areas requires blasting or mechanical breaking for foundations
Longer utility connection runs on rural properties — electric, water, and fiber distances can add significant cost
Septic system design more complex on sloped or rocky sites — perc testing and engineered systems may be required
Winter weather pauses exterior construction more frequently at higher elevations — budget for schedule contingency
East Tennessee builds in the following counties may cost 10 to 20 percent more per square foot than Middle Tennessee flat-lot builds of comparable size:
Great Smoky Mountains region (Sevier County) has additional considerations for tourism-heavy areas and specific zoning near Great Smoky Mountains National Park. Confirm local zoning, short-term rental restrictions, and build requirements before selecting land in Sevier County.
Frost Line, Radon, and Winter Considerations
Frost line: 12 to 18 inches — significantly shallower than Pennsylvania (36 inches) or Maryland (30 inches), which means foundation costs are typically lower in Tennessee
Radon Zone 1 counties — multiple Middle and East Tennessee counties are classified as EPA Radon Zone 1 (highest risk). Radon-resistant construction techniques may be recommended, adding $500 to $2,000 to construction cost
Ice storm exposure — Eastern Tennessee and higher elevations of Middle Tennessee face significant ice storm risk. Northern-facing Cumberland Plateau and Appalachian regions have the greatest winter construction challenges
Check your county's radon classification before finalizing construction plans. If your site is in a Radon Zone 1 county, discuss radon-resistant construction techniques with your builder before the contract is signed — it is far less expensive to include during construction than to remediate after.

Yes. Tennessee requires a state contractor license from the Tennessee Board for Licensing Contractors for any project valued over $25,000. Your builder must hold this license, and we verify it during builder acceptance.
Both sides are eligible for VA construction loans, but the location matters. We are licensed to originate on the Tennessee side (Clarksville area). If you want to build on the Kentucky side, you would need a Kentucky-licensed lender. We can help you compare the trade-offs during pre-approval.
No. The VA rescinded the Builder ID requirement on March 31, 2025 under Circular 26-25-01. Tennessee builders no longer register with the VA directly. Lender builder acceptance is now the sole credential gatekeeper.
